Pamela Paulk

Pamela Paulk is vice president of professional and outreach services for Johns Hopkins Medicine International. In leading the professional and outreach services for Johns Hopkins Medicine International, Paulk draws upon her previous experience as a healthcare consultant.  In addition to her role in Johns Hopkins Medicine International, Paulk is also vice president for human resources for the Johns Hopkins Health System (JHHS) and The Johns Hopkins Hospital.  In these positions, she is responsible for all HR functions and global consulting services.

Before joining Hopkins in 1998, Paulk held numerous administrative, academic, consultative and senior-level posts at various organizations throughout the country, including project manager for West Hudson, Inc. in Dallas; senior vice president of operations for Psychiatric Health Services in Macon, Ga.; and as director of business development and psychiatric hospital administrator for Comprehensive Care Corporation in Irvine, California. She also served as an executive director of the Mental Health District Board in Tallahassee, Fla.

A graduate of Florida State University with a master's degree in social work and Johns Hopkins University with a master’s in business administration, Paulk sits on various boards, committees and councils. Recently, she was instrumental in creating a private, non-profit corporation, the Baltimore Alliance for Careers in Healthcare (BACH). BACH is made up of local hospitals, foundations, educational institutions, public workforce organizations and workforce intermediaries and focuses on helping local residents gain skills to meet local health care needs. Paulk is the group’s initial chairperson.

Paulk teaches graduate courses at Johns Hopkins University in both the Bloomberg School of Public Health and the School of Professional Studies in Business & Education. She also holds an adjunct faculty position with the Medical College of Virginia (and formerly with Florida State University). For her many accomplishments, she was recognized as one of Maryland’s Top 100 Women in 2004.
